Tuesday (10:30–12:00)

Admin 101 (Admin)

Admin 101: This course addresses the basics of IFTA and IRP as they relate to licensing, credentialing, revenue accounting, and how to process information through the IFTA Clearinghouse and the IRP Data Repository. This course will appeal to all administrative staff and industry representatives.

Theory of Audit (Audit)

Theory of Audit: What is an audit? Why do we audit? Who is subject to audit? Who do we audit for? What is a Records Review? Audit has always been the “Anchor” of IFTA. Audit is a critical component of compliance with IRP. Find out why and what you need to know about your role in this very important compliance program. Discover how the weight and strength of the “Anchor” keeps IFTA intact to ensure the compliant collection and enforcement of motor fuel use taxes across the entire membership and how an effective audit program ensures compliance with IRP. This course is a must for all auditors and audit managers of all skill levels for both IFTA and IRP. Our industry stakeholders would also greatly benefit from this comprehensive look at the theory behind conducting an audit!

Roadside Technology (Industry, Law Enforcement)

Roadside Technology, the Future is Now!: Learn about technological advances available to motor carriers and roadside enforcement. Our experts will walk us through how these technologies can help with credentialing, collection of data, vehicle safety clearances, roadside identification and verification, and much more! This course would be of great benefit to all stakeholders in the administration of IFTA and IRP!

Mock DRC Hearing (Admin)

Mock DRC Hearing: Join us in the hearing room for a simulated IFTA dispute resolution case. Let’s explore the process and see how it works to resolve disputes between jurisdictions, and to bring jurisdictions into compliance with the Governing Documents of IFTA fairly and expeditiously. What are the steps in the process and how do they work? As a jurisdiction, what must I do? If I wish to appeal the results or the DRC’s order, what then? This is an outstanding course for audit managers and high level administrative personnel; including IFTA Commissioners, Assistant Commissioners and Legal Contacts. Find out how this process is used and what your rights are!

Audit Management/Audit Program (Audit)

Audit Management-Building and Maintaining a Compliant Audit Program: An advanced course for IFTA and IRP audit supervisors, audit managers and administrators. This course is designed for advanced and at least supervisory level personnel. A detailed look at the requirements within the governing documents for the maintenance of an audit program, how to exercise good time management skills, creating efficiencies, audit selection tips and techniques, best practices, reviewing audits, the challenges of succession planning, quality control, and more!

Licensing (Admin, Industry)

Licensing, What Do I Need To Know?: Is it as simple as it seems? Find out why it may not be. We’ll start with the basics and then do a deep dive into topics like base jurisdiction (the meaning of IFTA Article R212), IRP established place of business, trip permitting, reciprocity programs and what is required under IFTA and IRP. This advanced course is perfect for higher level administrators, motor carriers, and service providers.

Data Queues What Are They (Law Enforcement)

Data Queues-What Are They?: What are data queues and why are they important to law enforcement? We will take a look at challenging a roadside inspection, crashes, violations and convictions, CVSA regulations, and more! Let our law enforcement experts walk you through this oftentimes complex issue. This course is designed for law enforcement, but attorneys and industry could benefit from this comprehensive look at this topic.

IFTA Tax Returns (Admin, Audit)

IFTA Tax Returns; What, When, How and Why?: Let’s walk through the IFTA Tax Return process. Who, where and when do you file? As a jurisdiction, what is your responsibility in providing tax returns to the licensees and what fields must be on those returns? How do you report non-IFTA distance and/or non-IFTA or untaxed fuel? Is there a difference between total fuel and tax paid fuel? What is true electronic filing and does your jurisdiction allow for it? When is a tax return considered “filed”? What happens to that return information once it’s filed? How does funds netting work? What is meant by Option 1 and Option 2? What is meant by data integrity rules, what are they and how do they affect jurisdictions and carriers? This course is designed for all auditors, administrators, motor carriers, and service providers of every skill level.

Admin 201 (Admin)

Admin 201: This course is designed to address jurisdictional roles in being a member of the International Fuel Tax Association and the International Registration Plan. This will include a look at Membership in the Association, Membership Dues, Committee Participation, and much more. Let our experts advise you on how to maintain an Active Membership Status, your voting rights, tax rate reporting, exchange rate updates, and how the effective U.S. and Canadian interest rates are determined. This course will appeal to mid-level managers and administrators.

ELD/GPS (Audit, Industry)

ELD/GPS, Similarities, Differences and Use: Electronic recordkeeping is a way of life. Find out what ELD’s are, what GPS is, and how they are used in the motor carrier industry. Discover the myths about both types of “tools” and how you can use them to collect data for your operations as a carrier, how to use the data as a service provider, how you as an auditor will need to understand these electronic tools and how to interpret the data to detect tax reporting and recordkeeping compliance, and how roadside enforcement is affected by these electronic systems. An extremely valuable course for all IFTA and IRP stakeholders regardless of skill level.

What To Expect / Inspection (Law Enforcement)

What to Expect In An Inspection: Safety in operating a commercial motor vehicle ensures that the highways across the United States and Canada are safe for all motorists starting with the motor carrier. Learn about what happens when the person with the badge awaits you in a weigh station or other roadside enforcement stop. Hear about what your obligations are as a motor carrier and what your duties are as part of law enforcement. We’ll also dive into the latest inspection formats and requirements under the FMCSA. This course is perfect for motor carriers, their service providers, and law enforcement personnel regardless of skill level.

Bulk Fuel (Audit, Industry)

Bulk Fuel, It’s Simple Right?: Bulk fuel maintenance and reporting is straight forward, right? That is, until it isn’t. Find out everything you need to know about chain of custody, inventories, disbursements, records, documentation, and proper reporting. Vital for auditors, industry partners, attorneys, and enforcement.

Jurisdictions & Industry — Bridging the Gap (Audit, Industry, Admin)

Jurisdictions and Industry-Bridging the Gap (Wed 1:30 pm-3:00 pm): “I can only accept this specific type of record according to the IFTA Agreement.” “My client doesn’t have that, but I can provide something else that will satisfy the requirement.” “I don’t understand why.” Whether you’re a jurisdiction representative or a carrier representative, do you sometimes feel frustrated that the “other side” just doesn’t understand or is so stringent in their thought process that they are not listening or looking for solutions? This class is designed to explore bridging that gap between industry and jurisdiction in understanding the IFTA and IRP requirements and also learn from the carrier side in understanding their operations and typical records they produce that should satisfy the requirements. This class will explore the actual requirements for licensing, types of records, and other filing requirements that have been the cause of frustration in the past for both jurisdictions and industry.

Audit Appeals (Admin)

Audit Appeals; Understanding the Process: Sometimes you don’t agree with the results of the audit or a decision made by the jurisdiction’s administrative staff. What then? As a jurisdiction, what should be documented for your jurisdiction’s legal representative or appellate officer? As a licensee, do I have any recourse, what are my rights? How do I exercise those rights? What if the licensee is represented by a tax practitioner or service provider? Our legal experts will take us through the process and talk about how settlements are viewed, what IFTA and IRP say about bankruptcies, and provide valuable information for all stakeholders in how to effectively address appeals. This is an important course for auditors, audit managers, administrators, motor carriers, tax practitioners, service providers, and attorneys.

Legal Sufficiency (Law Enforcement, Admin)

Legal Sufficiency, What Is It?: How are motor carriers affected by this concept in roadside enforcement? How does the FMCSA view legal sufficiency in roadside inspections? What are the rules, what are your rights and responsibilities as a carrier? Let our experts help keep you compliant with the laws at the jurisdictional and federal levels. This course is designed for law enforcement personnel, motor carriers, drivers, and service providers for the motor carrier industry.

Dyed Fuel (Audit, Law Enforcement)

Dyed Fuel-Education for Everyone: What is dyed fuel and how is it used? What are the regulations governing the use of dyed fuel? What regulations exist at the Federal and Jurisdictional levels? How is dyed fuel tested? Through examples and videos, we’ll take you through the process and teach you how you need to be aware of how to treat dyed fuel being used in qualified motor vehicles. This course is designed for all IFTA stakeholders of all skill levels.

Admin 301 (Admin)

Admin 301: This course looks at the IFTA, Inc. Board of Trustees, the IRP Board of Directors, the Amendment Process, Consensus Board Interpretations, where and how to vote on a ballot, the Annual Business Meeting, your Jurisdiction Communications List (JCL), and other duties of the IFTA Commissioner and IRP Commissioner. This advanced course will appeal to all high level administrators and designated IFTA and IRP Commissioners.

Leases and Rentals (Admin, Law Enforcement, Industry)

Leases and Rentals, All You Need To Know: From how rental and leasing companies operate, to how IFTA and IRP treat short and long term leases, to how the Federal regulations under the FMCSA affect businesses operating under a lease and roadside enforcement personnel, let our experts help you understand what you need to know about this complex segment of the motor carrier industry. This course is designed for all stakeholders; administrators, auditors, law enforcement, and attorneys.

IFTA, IRP and Other Violations (Law Enforcement)

IFTA, IRP, and Other Violations Discovered at Roadside; What’s Next?: Designed for law enforcement personnel and industry, learn about what tools law enforcement uses to detect various violations, what evidence they need to collect, how to identify the carrier responsible for the violation, how to work with attorneys in these matters and what jurisdictions can do to make everything easier and safer for the roadside enforcement personnel. Hear from the men and women who have been at roadside as they share their stories and insight from life in roadside enforcement for IFTA, IRP, and other motor carrier regulations imposed upon truckers and drivers.

Adequate vs Inadequate (Audit)

Adequate vs Inadequate Records-A Comprehensive Look At What That Means: What are Adequate Records? What are Inadequate Records? Let our experts walk you through what is meant by Sufficient and Appropriate; the two principles used to determine the adequacy of records in both IFTA and IRP. Through the use of realistic scenarios, we’ll explore what you can and must do when records are deemed inadequate. A great course for IFTA and IRP administrators, auditors, attorneys, and industry representatives!

NEW! The Program Compliance Review Process: The new Program Compliance Review Process was ratified by the IFTA membership in 2025. Let’s explore what has changed, what has stayed the same, and what you have to do to remain compliant with the Governing Documents of IFTA. What documents and files need to be maintained by my jurisdiction? How frequently will my jurisdiction be reviewed and who conducts those reviews? What happens when your jurisdiction is out of compliance? Let our experts walk you through the process so you can pass the test of a Program Compliance Review! This course is designed for all IFTA administrators, audit managers and other personnel responsible for the member jurisdiction complying with the Agreement.

Records Reviews (Audit)

Records Reviews-How They Can Be Used: Records Reviews can be a useful tool in both IFTA and IRP to educate motor carriers and enhance the compliance efforts of your audit program. Find out how. Let our experts explain how these reviews must be structured and acquire an understanding of the critical differences between a records review and an audit. This is an outstanding course for administrators, audit personnel, motor carriers and service providers.

Alternative Records (Audit, Industry)

Alternative Records, What Else You Got?: Yes, IFTA and IRP have recordkeeping standards to follow. But what happens when the carrier falls short in compliance but not enough to warrant an inadequate records assessment? Is there anything you can do as an auditor? Let our experts show you how alternative records can greatly assist in determining compliance with IFTA tax reporting and IRP apportionments. From third party records to other tax returns filed by the carrier, we’ll explore what might be available for you to review. Learn how to “think outside the box” and ask the right questions so the carrier can produce records for you to audit. A terrific course for all auditors, their managers, motor carriers, and service providers!

Hot Shots (Law Enforcement, Audit)

Hotshots: Find out what a “hotshot” is, how to identify them, and how law enforcement addresses how the traditional laws for commercial motor carriers and even the drivers may apply to those operating these typically non-qualified motor vehicles. You’ll be surprised at how many of these operations there are and how many of them operate outside of the law. Come and learn from the experts in law enforcement! This course is perfect for IFTA and IRP auditors, motor carriers, service providers, and law enforcement of all levels.

Thursday Labs (1:30–3:00)

Excel 101 (Audit)

EXCEL 101 (Thursday Lab): Join us for an interactive lab to explore the basics of EXCEL as a tool for auditors and industry. We will work on problems and examples that will allow you to understand how EXCEL can be used by auditors in their examination of licensee records. Licensees and service providers will learn how EXCEL can help them summarize the detailed records and data for ease of presentation in an audit. This is a great entry level course and terrific refresher for all IFTA and IRP auditors, motor carriers, and service providers. (Availability of laptop computer desired)

Excel 301 (Audit)

EXCEL 301 (Thursday Lab): This is a great advanced lab course to develop greater proficiency in using EXCEL as a tool in audits. Built for IFTA and IRP auditors, motor carriers, and service providers, this course expands your knowledge of how EXCEL can be used to sort, examine, and validate data for the use of electronic records with very large files of data points collected. Learn how EXCEL can help you work with large data files based on GPS systems! A must for IFTA and/or IRP auditors and industry! (Availability of laptop computer desired)

Demo to Dialog (Law Enforcement Only)

From Demo to Dialogue (LAW ENFORCEMENT EXCLUSIVE- Thursday Lab 1:30 pm-3:00 pm): A lab exclusively for law enforcement officers (due to the confidential nature of topics and data discussed). Come work side by side with your fellow roadside enforcement officers to look at the various technologies and techniques used across the nation and take part in a roundtable discussion of the issues confronting officers across the United States and Canada. Present identification at the classroom door to gain entry.

Appeals — Carriers Ask Attorneys

Appeals for Administrators, Audit Management, Motor Carriers/Ask an Attorney (Thursday Lab): A terrific lab for administrators, attorneys, motor carriers, and service providers! Take a deeper dive into the challenges associated with an appeal. A great opportunity to interact with administrators for IFTA and IRP and “ask an Attorney”.
